A Letter from Leadership

 

 This Child Abuse Prevention Month, we are reminded of the critical role our community plays in protecting and uplifting children in foster care. At EMPOWER, our commitment to finding safe, loving homes for children in the Metroplex East region is unwavering. This work is not easy, but through the dedication of our team and the support of our community partners, we continue to make a meaningful impact.

 

From our holiday toy drive with Community Partners of Dallas, which brought joy to so many children, to the events our staff attended to connect with the community and the tireless teamwork of our staff on complex cases, we see every day how collaboration strengthens our mission.

 

This month, we encourage our community to join us in raising awareness, advocating for vulnerable children, and supporting the staff and families who change lives. Together, we can create a future where every child feels safe, valued and loved.

At EMPOWER, we believe in uplifting organizations that make a real difference in the lives of children and families in foster care. This month, we’re shining a light on Foster Village DFW, a nonprofit dedicated to bridging the gap between foster families, caregivers and the community.

 

Foster Village DFW provides essential support to foster families by offering tangible resources like clothing, baby gear and school supplies, as well as ongoing connection and advocacy to help caregivers navigate the foster care journey. Their mission is simple yet powerful: to create a stronger, more supportive village for children experiencing foster care and the families who love them.

 

Through their Welcome Packs, mentorship programs and family engagement events, Foster Village DFW ensures that no foster family feels alone in the process. Their work is a testament to the power of community, and we are grateful for the impact they continue to make.

Texas Child-Centered Care (T3C) Updates

 

The Texas Child-Centered Care (T3C) initiative continues progressing toward modernizing the foster care rate system to ensure children receive tailored services meeting their individual needs. As part of this effort, 67 providers have registered in the credentialing platform, with 38 applications currently under review. The DFPS T3C team is processing applications twice a month, working toward full implementation by August 2027.

 

Currently, eight providers hold Inactive Interim Credentials, meaning they have met the initial criteria and are completing the final steps to become fully active. Two providers—Pathways 3H Youth Ranch and Arrow Child & Family Ministries CPA—have received Active Interim Credentials and can now serve children under T3C. Additionally, other organizations are currently in the credentialing process, collaborating with DFPS staff.

 

On the assessment front, EMPOWER has begun completing CANS 3.0 assessments for all youth entering care, aged three and older. As additional assessors are hired, annual CANS assessments will be conducted by EMPOWER. Further updates on this process will be provided as implementation continues.

“Kenecia joined EMPOWER as a supervisor after transitioning from DFPS, bringing strong leadership, resilience and problem-solving skills. Though she had only been a supervisor for two months before the transition, her ability to handle conflict resolution and navigate complex situations makes her a valuable leader. She prioritizes her team’s well-being, ensuring they feel valued as individuals rather than just case numbers. Kenecia leads with compassion and consistently encourages her staff to maintain a healthy work-life balance, reminding them that caring for themselves is just as important as the work they do,” said Keshaun A. Vinson, EMPOWER Director of Permanency Services.

Alexandra Millet-Torres

“I would like to spotlight PCM Alexandra Millet-Torres for her outstanding dedication and commitment. Alexandra has taken on several challenging cases and turned them around, successfully completing five adoptions with another on the way. She has worked diligently to bring her cases up to date and in good standing, demonstrating her thorough and hands-on approach. Alexandra played a key role in reuniting a youth with her father, navigating complex circumstances with care and persistence. Her hard work, attention to detail and unwavering dedication make her an invaluable asset,” said Jamonica A. Brown, EMPOWER Director of Permanency Services.

“I am proud to spotlight Artywana Tyson. Her dedication and commitment consistently go above and beyond expectations. Since being cleared to take on cases, she has eagerly stepped up for on-call shifts, taken initiative with every task and approached challenges with unwavering grace and positivity. Artywana exemplifies TFI’s core value of Child Safety, recently demonstrating exceptional dedication while assisting Tennessee caseworkers on an ICPC case in Texas. When a biological parent—recently released from jail—posed a safety risk, Artywana didn’t hesitate to step in, working closely with the out-of-state caseworker to provide critical supervision and support to ensure the children's safety until their flight the next day. Her tireless commitment to protecting and advocating for children is truly inspiring, and a testament to the incredible impact she has on the families she serves,” said Chanel Sharp, EMPOWER Director of Permanency Support.

Community Partners Holiday Toy Drive 🎁

 

In December, EMPOWER caseworkers had the honor of participating in the Community Partners of Dallas Last Stop Holiday Shop & Holiday Party. Gifts were provided for children ranging from toddlers as young as 2 years old to teenagers.

 

Through this incredible partnership, we brought joy and fulfilled holiday wishes for children in care. Together, we brightened the season for 1,401 children in the Metroplex East region.

The Heart Gallery of North Texas Gala✨

 

EMPOWER leadership had the honor of attending the Light of Hope Gala, hosted by the Heart Gallery of North Texas. This incredible event brought together advocates, partners and community leaders in support of children in foster care, shining a light on the importance of finding them loving, permanent homes.

Valentine's Day Open House💜

 

Community Partners of Dallas graciously hosted our team for a delightful Open House, complete with sweet treats and wonderful company. Youth in care, along with staff from various agencies, joined us for this heartwarming event.

Dwell With Dignity Volunteer Day💫

 

The EMPOWER team recently partnered with Dwell with Dignity to transform our family visitation rooms into warm, inviting spaces for the families we serve. Together, we assembled furniture and helped bring these refreshed rooms to life, ensuring they provide a comfortable and welcoming environment where families can connect and create lasting memories.

 

We are grateful for this collaboration and excited for the positive impact these spaces will have on the families we serve!

Wednesday's Child

13-year-old Christopher hopes his recent visit to the Dallas Cowboys' home AT&T Stadium will raise his star and help him find a forever family.
